Chairperson Position for the Tanganyika Lake Basin Water Board
The Permanent Secretary of the Ministry of Water is pleased to announce a vacancy for the position of Chairperson of the Tanganyika Lake Basin Water Board. This appointment is made in accordance with the Water Resources Management Act, Chapter 331, Section 22, and its supporting regulations outlined in the Board Appointment Regulations of 2010.
The appointment term for the Chairperson will be three (3) years, and the position plays a central role in advancing sustainable water resource management in the Tanganyika Lake Basin—one of Tanzania’s most critical water catchment areas.
Overview of the Tanganyika Lake Basin Water Board
The Tanganyika Lake Basin Water Board is a statutory body mandated to oversee water resources within the Tanganyika Basin. Its primary goal is to ensure the sustainable and equitable management, development, conservation, and protection of water resources within the basin, in line with national priorities and policies.
The Board serves as a bridge between water users, local government authorities, and national institutions, promoting participatory water governance and integrated water resources management.
Roles and Responsibilities of the Board
The Chairperson, along with the Board members, will be responsible for overseeing the following core functions:

Planning and Strategy Development

Formulate basin-wide plans, projects, budgets, and implementation strategies for water resource management.

Integration of Local Plans
-
Harmonize district development plans with the basin’s overall water resource management strategy.

Infrastructure Oversight
-
Develop and enforce guidelines and standards for the construction and maintenance of water source infrastructure.

Review, approve, and monitor the implementation of related infrastructure projects.

Data Collection and Analysis
-
Collect, process, and analyze data on water availability, usage, and demand to inform planning and decision-making.

Permit Management
-
Approve, issue, or revoke permits related to water usage and wastewater discharge.
-
Maintain an up-to-date water register in accordance with Section 78 of the Act.

Monitoring and Enforcement
-
Ensure compliance with permit conditions.

Monitor pollution control measures and take enforcement actions when necessary.

Dispute Resolution
-
Mediate and resolve conflicts arising from water use or access within the basin.

Project and Program Implementation
-
Execute basin-level water resource management projects and support program delivery in collaboration with stakeholders.

Stakeholder Coordination
-
Coordinate multi-sectoral activities and serve as a liaison between the Ministry, stakeholders, and basin water users.

Technical Advisory
-
Provide technical recommendations to the Director of Water Resources on participatory water governance and management practices.

Committee Appointments
-
Appoint members and chairpersons of basin and sub-basin water committees.

Reporting
-
Prepare and submit reports on the status, trends, and challenges of water resources within the basin.

Required Qualifications
Applicants for the position of Chairperson must meet the following minimum qualifications:
-
Demonstrated expertise and experience in water resource management or a related sector such as environmental science, civil engineering, hydrology, public administration, or natural resource management.

In-depth understanding of water sector governance, policies, and best practices.
-
Must not be affiliated with any institution that is a major water user in the basin (to ensure impartiality and avoid conflicts of interest).

Proven leadership capabilities, stakeholder engagement skills, and experience in public service or board governance will be considered strong assets.
